Struggling to Attract Customers – Seeking Advice

I’m in need of some guidance. I’ve recently launched an online advertising service and I’m having a tough time attracting users. The website is well-designed and user-friendly, plus our ad pricing is competitive.
Despite running email campaigns, the sign-up rate has been very low. With only a handful of ads currently displayed, the site feels sparse and uninviting, which may give the impression it’s not a legitimate service. Social media efforts haven’t yielded much success either. I know I have competitors, but I believe my site has some unique selling points that can set it apart in the market.
What strategies can I implement to improve this situation? I’m reluctant to create fake profiles to make the site look busier. One idea I had was to reach out to potential clients and offer them the first month free, while including an option to opt-out. I know this might come across as a bit underhanded, but at least it gives them a choice.
