Navigating Customs Challenges: A small business Owner’s Dilemma with FedEx Shipments
As a small business owner in Canada specializing in apparel, I find myself navigating a complex web of international shipping and customs regulations that has turned into a major headache. Recently, I encountered a troubling situation with my shipment that has left me feeling overwhelmed and seeking advice from the community.
The Situation at Hand
I have a shipment containing 31 boxes of underwear, weighing a total of 1,200 pounds, which departed from Hong Kong and has been stuck in customs at the Vancouver airport for four days without significant updates. Despite my numerous inquiries, FedEx has provided little clarity on the matter, merely indicating that a specific representative would reach out to me—this only occurred today, four long days later.
When I finally connected with the representative, my questions were largely sidestepped, and I was informed that the Canada Border Services Agency (CBSA) noted that I had not posted a necessary bond. To make matters worse, I am enrolled in the Registered Importer Program (RPP), which complicates the process, yet FedEx has not disclosed the required bond amount.
A Frustrating Communication Breakdown
Despite the urgency of my situation, I’ve experienced extreme difficulty reaching the Canada Border Services Agency’s CARM help desk, which has rendered me helpless in obtaining the necessary information to resolve this issue. The FedEx broker mentioned the concerning possibility that my shipment could be rejected if this matter isn’t addressed soon. Unfortunately, no one has been able to clarify the bond amount I need to post or the proper procedure for doing so.
In a moment of desperation, I posted a $1,000 bond myself, hoping it might suffice to release my shipment. However, this has not proven effective, and the delay continues. My worries are compounded as customers eagerly await their orders, and the delay is beginning to tarnish our reputation.

I turn to this community in hopes of finding guidance on how to move forward. Has anyone faced a similar situation with customs and FedEx? What steps did you take to resolve the bonding issue? Any insights or advice would be invaluable as I navigate this stressful and uncertain situation.
